Sungguhpun tekanan politik serta pengaruh kuasa asing masih kuat ketika akhir kurun ke-19, Sultan Sir Ibrahim tegas mengetuai kepimpinan kerajaan merombak semula hal ehwal perbendaharaan negeri Johor. Berbeza dengan beberapa negeri lain, hasil perbendaharaan banyak dipengaruhi oleh pentadbiran pihak koloni namun tidak di Johor.
Faktor ini menyebabkan negeri Johor berada di landasan selesa ditambah pula sebagai pengekspotan getah terbesar pada awal kurun ke-20 membantu melonjak transformasi kedua Johor.
Sifat Sultan Sir Ibrahim yang berani serta berpandangan jauh membuat keputusan merangka pelan jaringan jalan utama sejauh 327 batu di seluruh daerah di Johor menelan kos sebanyak $3.5 Juta hampir menyamai pendapatan negeri tahun 1912.
Pada tahun 1925 pula, pendapatan negeri Johor melonjak hampir $16 Juta dan $19 Juta untuk tahun berikutnya. Negeri Johor pernah melepasi $20 Juta setahun berserta beberapa juta lebihan sebagai rizab.
Di bawah kepimpinan Kesultanan Johor, segala hasil dari pelan perancangan negeri diberi manfaat sepenuhnya kepada rakyat dan negeri. Sejarah transformasi zaman Sultan Sir Abu Bakar terus dinikmati hasilnya buat seluruh rakyat dan waris baginda masih meneruskan legasi itu hingga ke hari ini seperti yang dilakukan oleh DYMM Sultan Ibrahim dan DYAM Tunku Mahkota Ismail, Pemangku Raja. Despite strong political pressure and influence towards the end of the 19th century, Sultan Sir Ibrahim was efficient in leading a government leadership reshuffle involving the Johor state treasury. Different from other states, treasury matters were not affected by colonizers in Johor.
This factor resulted in Johor being in a comfortable position in addition to being the largest rubber exporter in the early 20th century that massively helped in Johor's second transformation.
Sultan Sir Ibrahim's courage and far-sighted vision in making a 327 mile long road network in all districts in Johor cost $3.5 million, almost equalling the state's total revenue in 1912.
In 1925, Johor's revenue increased to $16 million and then $19 million the following year. Johor even exceeded the $20 million mark in a year and several extra millions ended up in the state's reserves.
Under the Johor Sultanate's leadership, all gains from the state's plans were being benefitted fully by the rakyat and state. The transformation during Sultan Sir Abu Bakar's reign has been continuously enjoyed by the rakyat and His Majesty's heirs have continued the legacy until today as done by HM Sultan Ibrahim and HRH Tunku Mahkota Ismail, Regent of Johor.
