Kestabilan yang dinikmati oleh negeri Johor sejak kurun ke-19 banyak ditekankan dalam Undang-Undang Tubuh Kerajaan Johor bermula pada tahun 1895. Ia merupakan perlembagaan bertulis pertama di Tanah Melayu yang diamalkan dan dilaksanakan di negeri Johor.
Isi kandung perlembagaan tersebut amat sesuai dengan kedudukan negeri Johor selaku sebuah negeri Melayu yang mempunyai rakyat dari berbilang kaum yang mana ianya terdiri daripada penduduk asal dan rakyat luar yang berhijrah.
Negeri Johor seterusnya melangkah drastik ke satu fasa yang tidak difikirkan oleh pemerintah negeri Melayu lain ketika itu. Justeru, langkah yang diambil itu telah menafikan pergolakan, krisis dan campurtangan politik dari kuasa lain.
Kepimpinan Kesultanan Johor ketika itu turut melihat situasi begitu hanya mengekang kemajuan dan keharmonian hidup rakyat dan negeri. Rakyat Johor begitu bertuah kerana memiliki kerajaan yang meletakkan perpaduan rakyat menjadi antara tonggak keutuhan dan kestabilan negeri ini. Allah Peliharakan Sultan.

The stability enjoyed by Johor since the 19th century was heavily emphasised in the Johor Constitution starting from 1895. It was the first written constitution in Malaya that was practised and executed in Johor.
The content of the constitution was suitable with Johor being a Malay state with rakyat of various races, consisting of existing citizens and foreign immigrants.
Johor made the drastic step into a new phase that was not thought of by other Malay rulers at that time. As such, that step taken managed to prevent unrest, crisis and political interference from outsiders.
The Johor Sultanate's leadership at that time had also seen the situation was hindering the progress and harmony of the rakyat and state. The Johor rakyat were fortunate to have a government that put the unity of rakyat among the state's key pillars of integrity and stability. Allah Peliharakan Sultan.
