Perpaduan yang ditekankan oleh Kesultanan Johor sejak perpindahan pusat pentadbiran daripada Telok Belanga, Singapura ke Iskandar Puteri juga menjadikan antara faktor pengukuhan kestabilan negeri.
Sultan Sir Abu Bakar memberi jaminan keamanan kepada pelabur dan pedagang luar yang memasuki Johor untuk membuka perladangan dan perdagangan. Situasi ini berbeza di beberapa negeri lain kerana berlakunya pergeseran antara pemerintah dan pembesar negeri menyebabkan British mengambil peluang campurtangan.
Disamping itu, kaum-kaum lain seperti orang Cina, India dan lain-lain dari kepulauan Riau dan Jawa mula memasuki dan menetap di tanah besar Johor sekitar abad ke-19 kerana kestabilan sistem dan polisi yang dijalankan oleh Kerajaan Johor. Mereka memberikan penghormatan dan menyokong penuh terhadap polisi pemerintahan Kerajaan Johor.
Kesultanan Johor mahukan pegawai British diserapkan di dalam pentadbiran Kerajaan Johor untuk bekerjasama dengan pembesar dan pegawai Melayu namun tidak menyerahkan semua kuasa negeri dibawah telunjuk British. Hal ini berbeza di negeri Melayu lain apabila mereka menolak kerjasama ini yang menyebabkan campurtangan British berlaku di negeri tersebut.
Perlaksanaan dokumen perlembagaan bertulis pertama di Tanah Melayu iaitu Undang-Undang Tubuh Kerajaan Johor juga terlaksana atas dasar kestabilan politik yang diamalkan di negeri Johor. Allah Peliharakan Sultan.

The spirit of unity emphasised by the Johor Sultanate since moving the administrative centre from Telok Belanga, Singapore to Iskandar Puteri became a factor in the state's stability.
Sultan Sir Abu Bakar guaranteed peace for foreign investors and traders entering Johor to open up farming and trading opportunities. The situation was different from other states, which saw power struggles between rulers and officials giving opportunities for the British to intervene.
In addition, other races such as the Chinese, Indians and others from the Riau Archipelago and Java began to enter and live in Johor around the 19th century due to the stability of system and policies done by the Johor Sultanate. They gave their respect and full support to the Johor government's governing policies.
The Johor Sultanate wanted British officials to be part of the Johor government's administration to work with Malay leaders and officials but without surrendering all the state's power to the British. Thus was different from other Malay states when they refused to cooperate, resulting in British intervention in those states.
