Kebijaksanaan kepimpinan Temenggong Ibrahim terserlah apabila baginda menukarkan suatu masalah yang meruncing kepada satu peluang menyelamatkan Johor daripada dikuasai oleh pihak asing. Kesetiaan para penduduk Johor ketika itu seolah memberi isyarat mereka memerlukan naungan kepimpinan yang baharu.
Sultan Sir Abu Bakar dalam Undang-Undang Tubuh Kerajaan Johor meletakkan soal muafakat sebagai satu elemen perpaduan antara Raja, Kerajaan baginda dan Rakyat yang tidak boleh di ubah. Program Kembara Mahkota Johor contohnya turut menterjemahkan bagaimana Sultan Johor terdahulu meletakkan rakyat lebih utama dalam pemerintahan.
Sultan Sir Ibrahim akan menyusuri daerah-daerah bagi mendengar sendiri aduan wakil masyarakat setempat dari Penghulu, adakalanya mereka dijemput santap di Istana sambil berbincang. Sultan Sir Ismail pula secara tahunan akan ke daerah-daerah bagi mendengar sendiri perkembangan kemajuan daerah dari pegawai-pegawai daerah.
Keprihatinan Institusi Kesultanan Johor tidak berkompromi demi kemajuan rakyat dan negeri dari sejak dahulu. Sepanjang 201,687 batu (324,583 KM) kemudahan jalan raya di daerah-daerah dan kawasan pedalaman di seluruh Johor dibina sejak awal kurun ke-20 sehingga tahun 1961.
Kesetiaan rakyat Johor secara turun temurun terhadap DYMM Sultan Johor membawa kepada kejituan Kesultanan Johor untuk terus menaungi rakyat dan negeri dari pelbagai sudut. Allah Peliharakan Sultan.

The leadership wisdom of Temenggong Ibrahim was evident when His Majesty turned a difficult problem into an opportunity to save Johor from being conquered by a foreign power. The Johor people's loyalty shown during that time was like a sign of them needing a new leadership.
Under the Johor State Constitution, Sultan Sir Abu Bakar decreed that the issue of consensus as an element of unity among the rulers, His Majesty's government and rakyat cannot be changed. The Kembara Mahkota Johor programme, for example, showed how past Sultans of Johor put the rakyat as the main priority of governance.
Sultan Sir Ibrahim would visit districts to listen to community chiefs about complaints raised by people from all walks of life, and sometimes they were invited to the Palace for discussions. Sultan Sir Ismail would also do annual visits to various districts to get updates from district officials about district developments.
The Johor Sultanate Institution's concern has never wavered for the sake of the progress of the rakyat and the state all this while. 201,687 miles (324,583 KM) of roads were built in districts and rural areas of Johor from the early 20th century to 1961.
The Johor rakyat's lasting loyalty to HM Sultan of Johor has led to the Johor Sultanate's rigour in continuing protecting the rakyat and the state in all aspects. Allah Peliharakan Sultan.
