Pertengahan kurun ke-19 menampakkan tuah banyak berpihak kepada Johor di bawah Kesultanan Johor Moden. Kepimpinan cemerlang Temenggong Sri Maharaja Tun Daeng Ibrahim mencorak semula sistem pentadbiran negeri Johor dan diperkasakan lagi oleh Sultan Sir Abu Bakar. Wawasan yang dicetuskan oleh baginda memberi hasil yang tidak pernah dicapai oleh negeri-negeri Melayu ketika itu dan telah menjadi contoh ikutan.
Hubungan baik Kerajaan Johor dan negara kuasa besar di Eropah, antaranya seperti Great Britain telah membuka ruang jaringan politik dan pelaburan antarabangsa. Perpindahan pusat pentadbiran dan pusat perniagaan dari Telok Belanga, Singapura ke Johor Bahru pada tahun 1866 menjadi titik tolak kecemerlangan tahun-tahun mendatang.
Peladang dari Singapura, Tanah Besar Cina dan Kepulauan Riau mula berpindah ke tanah besar Johor kerana tertarik pada sistem percukaian yang lebih sistematik dan rendah berbanding dikenakan di Singapura selain tanah yang subur dan luas.
Kombinasi keupayaan serta hubungan kerjasama antara Sultan Johor, para pembesar dan pegawai-pegawai kerajaan serta revolusi corak pentadbiran kerajaan yang lebih bersistematik berjaya membuahkan hasil. Corak pentadbiran Kerajaan Johor yang relevan menjadi model pentadbiran di semua negeri sehingga kini.
Tidak terhenti disitu, pelayaran Sultan Sir Abu Bakar dan Sultan Sir Ibrahim ke serata dunia memecah tradisi Raja-Raja Melayu ketika itu. Dalam usaha baginda memperkenalkan Johor di mata dunia, baginda mencipta hubungan dua hala di peringkat antarabangsa yang menghasilkan minat mereka untuk datang mengembangkan perusahaan mereka di Johor. The mid-19th century saw plenty of fortunes happen in favour of Johor under the Modern Johor Sultanate. Temenggong Sri Maharaja Tun Daeng Ibrahim's excellent leadership restructured the Johor state administrative system, which was then further improved by Sultan Sir Abu Bakar. The foundation set by His Majesty yielded results unmatched by other Malay states at the time and became exemplary.
The Johor Government's good relationships with European powerhouses such as Great Britain opened up room for international investments and political networks. The relocation of administrative and business centres from Telok Belanga, Singapore to Johor Bahru in 1866 became a turning point of excellence for years to come.
Farmers from Singapore, mainland China and the Riau Archipelago began migrating to Johor because they were attracted by its taxation system which was more systematic and had lower interest rates than in Singapore besides having good soil and plenty of land.
The combination of abilities and effective teamwork among the Sultan of Johor, state leaders and officials as well as the revolution of a more systematic governance bore fruits. The Johor Government's relevant administrative style became a model in all states until today.
Not stopping just there, Sultan Sir Abu Bakar and Sultan Sir Ibrahim's trips around the world broke the Malay Rulers' traditions at that time. In efforts to introduce Johor to the world, bilateral relationships at an international level were established to entice others to come and develop their businesses in Johor.
