FAKTA MENARIK | SEJARAH NEGERI JOHOR | PERLEMBAGAAN SEBUAH KERAJAAN BERDAULAT PERTAMA DI ASIA - BAHAGIAN DUA
Perlembagaan Negeri Johor iaitu Undang-Undang Tubuh Kerajaan Johor yang pertama seumpamanya di Asia pada tahun 1895 bukan hanya sekadar dokumen undang-undang. Ia diterbitkan dalam dwi bahasa Melayu (bertulis jawi) dan Inggeris. Penekanan tulisan jawi begitu terkenal dikalangan rakyat Johor dan masih berterusan hingga ke hari ni.
Orang-orang Cina dan India mula berhijrah ke negeri Johor pada pertengahan abad ke-19 disebabkan urusan perdagangan dan peluang pekerjaan. Terdapat sejumlah kecil antara mereka ini pandai membaca dalam tulisan jawi. Majoriti pembesar dan pegawai kerajaan Johor adalah orang Melayu dan selain mahir menulis dan membaca jawi, mereka fasih dalam bahasa inggeris.
Pada awal perlaksanaan Undang-Undang Tubuh Kerajaan, Dato’ Bentara Luar Dato’ Muhammad Salleh Perang adalah salah seorang anggota Majlis Mesyuarat Kerajaan dan seorang Menteri yang bertanggungjawab dalam pembangunan di Negeri Johor. Beliau terkenal kerana fasih pertuturannya dalam bahasa Cina serta menjadi faktor ramai pelabur dari tanah besar China datang melabur, berniaga dan menetap di Johor.
Ekonomi Johor kemudiannya meonjak naik serta pembangunan semakin rancak menjadikan Johor negeri terawal maju dari segi pentadbiran, sosial, ekonomi, pelaburan, pembangunan berbanding negeri-negeri dan negara di sekitar Asia.
Terdapat ramai orang India yang berhijrah ke negeri Johor berkhidmat dengan baginda di Istana. Kehidupan di Johor ketika itu menjadi semakin berbilang bangsa dan keturunan namun mereka memberi penghormatan tertinggi dan taat setia kepada Sultan Johor selaku pemerintah negeri Johor.
Ia mencetuskan ilham kepada baginda meletakkan istilah “Muafakat Itu Berkat” dalam fasal 61 Undang-Undang Tubuh Negeri Johor 1895. Ungkapan keramat ini dikekalkan dalam kerajaan dan telah menjadi semangat perpaduan rakyat Johor hingga ke hari ini. Allah Peliharakan Sultan.

The Johor State Constitution was the first of its kind in Asia when it was drafted in 1895 and was not just a legislative document. It was published in dual languages of Malay (written in Jawi) and English. The emphasis on the Jawi writing was well known among the Johor people and still is to this day.
Chinese and Indian immigrants moved to Johor in the mid-19th century due to trading and job opportunities. There was a small number of them who knew how to read Jawi. The majority of Johor government leaders and officials were Malay and besides knowing how to write and read in Jawi, they were fluent in English.
During the early implementation of the State Constitution, Dato' Bentara Luar Dato' Muhammad Salleh Perang was one of the Johor state assembly council members and a Minister in charge of development in Johor. He was known for being fluent in Chinese and became a factor in encouraging investors from China to invest, trade and live in Johor.
The Johor economy then took a huge leap and the development became more rapid, making Johor the earliest state to become advanced in terms of administrative, social, economic, trading and development matters compared to other states and countries in Asia.
There were many Indians migrating to Johor to serve His Majesty at the Palace. The life in Johor became more multi-racial and diverse but they remained to be respectful and faithful to the Sultan of Johor as the Johor ruler.
It inspired His Majesty to include the "Concord is a Blessing" phrase in Clause 61 of the Johor State Constitution 1895. The phrase has been maintained within the government and become the spirit of unity among the Johor people to this day. Allah Peliharakan Sultan.
