Surat Sungai dalam sistem Kangchu merupakan sistem dokumentasi efisien yang terawal dipraktikkan dalam kerajaan Melayu oleh Kerajaan Johor dan telah menjadi amalan standard (Standard Practice). Inovasi dalam pemerintahan sebuah kerajaan yang dilakukan sejak Temenggong Sri Maharaja Tun Ibrahim itu diperbaharui tahun demi tahun.
Segala rekod kerajaan Melayu kebiasaannya ditulis tangan sejak ratusan tahun, namun Kerajaan Johor Moden mendahului yang lain. Pada tahun 1881, Sultan Sir Abu Bakar mahu kerajaan baginda menggunakan kaedah percetakan dalam semua rekod dokumentasi kerajaan.
Dasar wawasan baginda menjangkaui kebiasaan kerajaan Melayu ketika itu. Keberangkatan Sultan Sir Abu Bakar ke England pada tahun 1866 mendahului raja-raja Melayu yang lain. Ia merupakan pencapaian tertinggi kerajaan kesultanan Melayu ketika itu kerana kebiasaannya semua raja-raja Melayu yang mahu berhubungan dengan Queen atau kerajaan British hendaklah melalui pejabat pesuruhjaya mereka di Singapura.
Berbeza dengan kredibiliti Sultan Sir Abu Bakar dan keutuhan Kerajaan Johor ketika itu, keberangkatan baginda ke England sebagai raja Melayu yang pertama, diterima dan disambut dalam istiadat khas oleh Queen Victoria dan Putera Edward, Prince of Wales (kemudiannya King Edward VII) di Istana Windsor, England. The Surat Sungai document in the Kangchu system was the earliest efficient documentation system practised in a Malay government by the Johor government and became a standard practice. Innovations in the governance of a government were constantly made by Temenggong Sri Maharaja Tun Ibrahim every year.
All Malay government records were usually handwritten for hundreds of years, but the Modern Johor government was ahead of the rest. In 1881, Sultan Sir Abu Bakar wanted His Majesty's government to use a printing method for all government documentation records.
His Majesty's visionary policies exceeded other Malay governments' usual practices at the time. Sultan Sir Abu Bakar's trip to England in 1866 was ahead of other Malay rulers. It was the highest achievement of a Malay sultanate at the time because Malay rulers who were interested to communicate with the Queen or the British government must go through their commissioner's office in Singapore.
With Sultan Sir Abu Bakar's credibility and the Johor government's might at the time, His Majesty's visit to England as the first Malay ruler was welcomed and greeted in a special ceremony by Queen Victoria and Prince Edward, Prince of Wales (later King Edward VII) at the Windsor Palace, England.
