Hasil lawatan Sultan Sir Abu Bakar ke England pada tahun 1866 dan seterusnya ke serantau Eropah sebanyak 7 kali, baginda membawa pulang inovasi pembaharuan dengan tujuan memodenkan Johor. Melihat kepada apa yang berlaku kepada empayar Johor sebelum ini, baginda telah mengambil inisiatif memperbaiki sistem pentadbiran mirip sistem di England.
Sejak akhir kurun ke-19 lagi baginda sudah menjemput penanaman modal asing dari Barat bersama membangunkan ekonomi Johor dalam pelbagai industri. Walaupun Raja berkuasa penuh dalam pemerintahan negeri, namun Sultan Sir Abu Bakar tidak gemar memerintah secara mutlak.
Baginda menubuhkan Jumaah Menteri dan Dewan Negeri sebagai dua badan perundangan negeri untuk membantu dan memberi nasihat kepada baginda. Baginda mewujudkan mekanisma ‘Check and Balance’ dalam pentadbiran. Anggota Jumaah Menteri seramai 12 orang dan Dewan Negeri seramai 36 orang termasuk ahli Jumaah Menteri dan 2 orang wakil kaum Tionghua.
Kedua-dua badan perundangan tersebut merupakan yang pertama ditubuhkan di Tanah Melayu dan merupakan platfom orang Melayu bagi mentadbir negeri tanpa gangguan dan nasihat pihak luar. Jelas prinsip demokrasi sudah wujud sekian lama dalam kerajaan Johor Moden. Allah Peliharakan Sultan.

Sultan Sir Abu Bakar's trip to England in 1866 and subsequent journeys to Europe as many as 7 times saw His Majesty bring home many new innovations to modernise Johor. After observing what happened to the previous Johor empire, His Majesty took an initiative to improve the administrative system to be similar to the system in England.
Since the end of the 19th century, His Majesty invited foreign investors to develop Johor's economy in various industries together. Despite having absolute power on state administration, Sultan Sir Abu Bakar preferred not to rule with authority.
His Majesty formed the Cabinet and the State Assembly as two state legislative bodies to help and advise His Majesty. His Majesty also created a check and balance mechanism in administration. Cabinet members were as many as 12 people and State Assembly were 36 people including Cabinet members and two representatives of the Tionghua people.
The two legislative bodies were the first to be formed in Malaya and served as platforms for the Malays to run the state without external interference and influence. Clearly democratic principles had existed for a long time in the Modern Johor government. Allah Peliharakan Sultan.
