Rakyat dan penduduk Johor amat menyenangi cara Kesultanan Johor Moden memerintah dan memajukan negeri Johor. Sultan Johor ketika itu berjaya menunjukkan kepada British bahawa Raja Johor mampu, cekap dan berkemahiran dalam pentadbiran yang mementingkan kabajikan dan kesejahteraan rakyatnya.

Situasi ini berjaya mematahkan cita-cita British yang masih mahu memperluaskan kolonialisme mereka. Pada tahun 1860, pembinaan Istana Besar yang ketika itu dianggap melangkaui kebiasaan bangunan Istana Raja Melayu adalah bertujuan memberitahu British akan kemampuan baginda dalam memerintah Johor tanpa perlunya campurtangan asing.

Istana Besar siap dibina sepenuhnya pada tahun 1866 dan jabatan-jabatan Kerajaan Johor yang sudah wujud ketika itu di pusat pemerintahan baginda di Telok Belanga Singapura dipindahkan ke dalam Istana.

Mesej baginda amat jelas menunjukkan bahawa Istana itu Kerajaan dan Kerajaan itu Istana yang membawa maksud kedua-dua entiti itu sentiasa bekerjasama dan tidak berpisah selama-lamanya. Allah Peliharakan Sultan.

The Johor people and residents were very happy with the way the Modern Johor Sultanate ruled and developed Johor. The Sultan of Johor at that time managed to show to the British that the Johor Ruler was capable, efficient and adept in administration that prioritised the people's welfare and peace.

This situation successfully prevented the British's ambition of increasing their colonisation. In 1860, with the construction of the Grand Palace, which surpassed the standard design of Malay palaces, was aimed at telling the British of His Majesty's capability of ruling Johor without foreign influence.

The Grand Palace was completed in 1866 and all the existing Johor Government departments at His Majesty's administrative centre at Telok Belanga Singapore was then shifted into the palace.
