FAKTA MENARIK | SEJARAH NEGERI JOHOR | JOHOR NEGERI MELAYU PERTAMA MEMBENTUK PENTADBIRAN KERAJAAN BERSISTEMATIK
Negeri Johor mencetuskan perubahan dengan bermulanya pentadbiran kerajaan Melayu bersistematik yang dimulakan seawal pembentukan Kerajaan Johor yang baharu oleh Temenggong Tun Daeng Ibrahim dan kemudiannya diteruskan oleh Sultan Sir Abu Bakar dan ditambahbaik oleh Sultan Sir Ibrahim, Sultan Sir Ismail, Sultan Iskandar dan Sultan Ibrahim sekarang.
Sultan Sir Abu Bakar pada masa itu mahu jabatan-jabatan kerajaan dilaksanakan secara berkelompok dan tersusun. Sekitar akhir tahun 1860an pusat pentadbiran jabatan-jabatan kerajaan Johor berpindah dari Istana Besar ke Istana Pantai atau dikenali Gedung Menara Empat yang menjadi Hotel Straits View sekarang.
Sultan Sir Ibrahim memperkemaskan lagi sistem pentadbiran Johor dengan menubuhkan Perkhidmatan Awam Johor pada awal 1900, menjadikan Johor negeri pertama di Tanah Melayu mempunyai sistem yang kini menjadi praktis di seluruh Malaysia. Antara strategi terselindung Sultan Johor ketika itu ialah meletakkan semua anggota pentadbir termasuk Penasihat Am British dibawah kuasa Sultan Johor bagi mengawal pengaruh asing secara langsung dalam pentadbiran negeri.
Perkara ini memberikan kesan besar kerana penasihat British tidak boleh melakukan sebarang tugas tanpa merujuk kepada Sultan Sir Ibrahim. Menitikberatkan anak Melayu Johor sebagai ketua dalam pentadbiran, Sultan Sir Ibrahim bersetuju jawatan ketua jabatan dikhaskan kepada orang Melayu. Pegawai British hanya dilantik kerana kepakaran mereka dan dibantu oleh pegawai Melayu. Rasionalnya cadangan ini adalah kerana selepas pegawai Eropah bersara, tempatnya akan disandang oleh penolongnya. Allah Peliharakan Sultan.

Johor triggered a wave of changes with the first systematic Malay state governance started as early as the formation of the new Johor by Temenggong Tun Daeng Ibrahim, continued by Sultan Sir Abu Bakar and improved by Sultan Sir Ibrahim, Sultan Sir Ismail, Sultan Iskandar and now Sultan Ibrahim.
Sultan Sir Abu Bakar at that time wanted all government departments to be run in groups and an organised manner. Around the end of the 1860s, the administrative centre of the Johor government departments was moved from the Grand Palace to the Pantai Palace, also known as 'Gedung Menara Empat' which has now become the Straits View Hotel.
Sultan Sir Ibrahim then further streamlined the Johor administration system by establishing the Johor Public Services Commission in early 1900s, making Johor the first state in Malaya to have a system that is now practiced throughout Malaysia. Among the Sultan's hidden agenda at that time was to put all administrative officials including the British Advisor under the authority of the Sultan of Johor to control the foreign influence directly in the state administration.
This had a huge impact as the British adviser could not carry out any duty without referring to Sultan Sir Ibrahim. Prioritising Johor Malays to be leaders in the administration, Sultan Sir Ibrahim agreed that department heads would be reserved for the Malays. British officers were only appointed for their expertise and assisted by Malay officials. The rationale for the suggestion was that after a European officer retired, his position would be taken up by his assistant. Allah Peliharakan Sultan.
