Pada tahun 1883 semasa negeri Johor di bawah pentadbiran Sultan Abu Bakar, Jabatan Pelajaran Johor telah diwujudkan di bawah kelolaan Dato’ Munsyi Ibrahim yang ketika itu menyandang jawatan Dato’ Bentara Dalam, untuk menguruskan lima buah sekolah. Menjelang tahun 1919, Johor telah mempunyai 66 buah sekolah lelaki dan 5 buah sekolah perempuan dalam pelbagai sistem.
Jumlah sekolah yang banyak ini amat penting dalam memberi ruang pendidikan kepada anak-anak Johor. Malah pada waktu tersebut Johor telah mendahului negeri-negeri Melayu yang lain dengan mempunyai sistem persekolahan yang lebih baik. Allah Peliharakan Sultan.
